【 摘 要 】

This report is comprised of two volumes:(i) volume one: risk assessment; and (ii) volume two: riskmanagement strategy. Volume one continues with chapter one,which characterizes the recent performance of theagriculture sector, including agro-climatic and marketconditions. It also identifies the productive systems usedfor this analysis. Chapter two describes the main risks inthe agricultural sector, capturing market, production, andenabling environment risks along the value chains involvedin the selected productive system typologies. Chapter threepresents the estimations of the aggregate impacts ofunmanaged agricultural risk on agricultural losses andproduction volatility. Chapter four identifies risk profilesfor different stakeholders, underlying the different typesof risk impacts, and then highlights a vulnerabilityframework. Finally, chapter five presents a prioritizationof risks and proposes a preliminary set of priority riskmanagement measures. A short list of potential solutionactions is offered as the starting point for a more in-depthsolution analysis to be undertaken during the second phaseof the risk assessment. Volume two is composed of fourchapters. Chapter one provides a brief discussion on theagricultural risk profile and risk management options(solutions) in Paraiba and an inventory of current programs,projects and policies that in different ways address themain agricultural risks. Chapter two presents an overview ofthe key agricultural sector features as are relevant forunderstanding the ARM strategy. Chapter three presents theARM strategy with respect to the intervention areasidentified during the first phase, i.e. weather informationsystem, Sanitary and Phytosanitary System (SPS), supplychain coordination, and Agroclimatic Information Systems,including concrete risk management actions. Chapter fourincorporates detailed information on the proposed actionsaggregated in strategic lines. It includes information aboutthe estimated cost of the actions, the responsibleinstitution and the timeframe. Moreover, a second tableprovides a short term calendar by institution.
