The Seychelles Systematic CountryDiagnostic (SCD) aims to identify the most pressingconstraints to inclusive, sustained growth in Seychelles,based on a comprehensive search for, and analysis of,evidence. The SCD is presented using a slide deck which laysout the analysis and results. This document provides a briefoverview of the approach taken, and sets the stage for theSCD. It also provides additional information: six selectedsupplementary topical notes, and annexes (data diagnostic,summary of consultations, and sources). The frameworkadopted by the SCD takes as its starting point thatSeychelles is a successful, high-income, small island state.The country now seeks to secure the sustainability of itsdevelopment progress to date, to accelerate this progress,and to address a high level of public concern beingreflected in political discourse over disparities in incomesand opportunities. The SCD examines Seychelles’ economicgrowth characteristics, the characteristics of poverty andincome distribution (inclusion), and the risks toenvironmental, social and macroeconomic sustainability. Theapproach is systematic in that it attempts to be ascomprehensive as possible, within the constraints of theavailable data, by harnessing the existing evidence andconducting new analysis where feasible, informed byconsultations. Finally, the SCD sorts the 13 constraintsidentified into five top priorities, five additionalpriorities, and a further three areas which should beconsidered for priority action, subject to confirmation fromadditional analysis (‘likely priorities’). Thisprioritization was based on an assessment of how importanteach constraint was, directly, to meeting the relevantchallenge, indirectly, through its potential impact inhelping to loosen other constraints (complementarity), thestrength of the evidence base on the importance of theconstraint, and, finally, the attainability of addressingthe constraint (reflecting factors such as cost, technicaldifficulty and timeframe).
