There has been a clear need forenergy-efficient (EE) technologies that can be applicable inthe municipal street lighting sector. The objective of thismanual is to support the preparation and implementation ofstreet lighting projects in India, using performancecontracting and other public private partnership-baseddelivery approaches. This manual draws upon global bestpractices, including practices that have been tried andpresented within India and South Asia; and draws from theirfailures and successes to document the major lessonslearned. The manual provides a brief overall background ofEE in India, the kind of barriers faced in theimplementation of EE projects, and the kind of prevalentpolicy environment for EE in the country. The manual isdivided into eight sections. Section one provides anoverview of EE street lighting, its components, Indianstandards for outdoor lighting, the key lamp technologies,and the potential for intelligent street lighting systems.Section two highlights the financial models forimplementation of street lighting projects. Section threedescribes the essentials of undertaking a detailed energyaudit to develop robust baselines. Section four focuses onprocurement and contracting. Section five describesmethodologies for developing monitoring and verification (Mand V) protocols for EE Street lighting projects. Sectionsix brings together the useful tools and matrices inimplementation of street lighting projects. Section sevenlists the key stakeholders involved in India in suchprojects and their potential role. Section eight providesdetails on international and Indian case studies onimplementing EE in street lighting and key lessons fromthese case examples.
