Despite advances in agriculturalproduction, TFP, and trade balances, Russia continues to lagbehind many comparator countries in measures of crop andlivestock productivity. This report has aimed to provide avehicle for dialogue with government on agri-food sectorcollaboration to address this situation. It has identifiedpolicy recommendations to address selected challenges and tosupport the government's aim of attracting investmentsin the agri-food sector, approached from the point of viewthat increased productivity will improve the competitivenessof agri-food value chains, result in higher profitability,and encourage more investment, including FDI, in Russianagriculture. In practical terms, this report has identifiedthree areas in which the public sector may be able to usepolicy and programmatic interventions to spur productivity,competitiveness, investment, and exports: investing inbroadening productivity gains in priority sectors,strengthening value chains and value-addition in the foodindustry, and promoting human capital in rural areas throughcapacity building in agricultural sciences and farmmanagement to improve labor productivity. Some progress hasbeen made, but more is needed.
