Various transport-related agencies andlocal governments develop their respective transport plansor strategies to address bottlenecks and improve outcomes inthe transport sector. However, to be able to bring a morefocused or targeted intervention that is more inclusive,these various strategies need to focus on establishinginterconnectivity between key urban growth centers andbetween lagging and fast-growing regions, and creatingsupporting institutions that promote greater integration.Upon the request of the National Economic and DevelopmentAuthority, a framework plan was developed to providepolicy-makers with a strategic framework to help identifythe transport needs of the Philippines and guide inimplementing an integrated, more coordinated approach toestablishing stronger transport infrastructure linkages tosupport the country’s inclusive growth agenda. The frameworkplan was developed under the guidance of a vision and goalsdeveloped by stakeholders across the Philippines. Thiscomprehensive vision can be summarized as ‘Bringing us allcloser together for prosperity.’ The geographic focus of theFramework Plan includes all of the Philippines outside ofMetro Manila. This Framework Plan does not replicate thework being done by the Japan International CooperationAgency (JICA) for Metro Manila (the JICA study covers MetroManila with an approximate radius of 100 kilometers and isbeing conducted to evaluate specific transportinfrastructure projects for the Metro Manila area). Futureimprovements and needs of transportation infrastructure tomeet the demand for long-distance transport to and fromMetro Manila and to other urban/economic centers in thePhilippines are considered; nevertheless, national-levelstrategies recommended in this study affect all areas of the Philippines.
