Somalia is emerging from 25 years ofpolitical instability and economic difficulty but hard dataislacking for evidence-based planning. The civil war andongoing conflict that started in 1991 fragmented thecountry, undermined political institutions, and createdwidespread vulnerability. The conflict has eroded thestatistical infrastructure and capacity, leaving policymakers and donors to operate in a statistical vacuum due tothe lack of reliable data. In the absence of representativehousehold surveys not much was known about poverty. The lackof information poses a threat to the design andimplementation of policies and programs needed to supporteconomic resilience and development as well as assistance inthe event of shocks.
