【 摘 要 】

The objective of this review is toanalyze the current status on achievement of targetedbenefits from distribution privatization and identify thegaps between expectations and realizations, with a key taskof proposing concrete procedures and methodologies to ensurethat EMRA and other government agencies involved inmonitoring and enforcing quality in electricity distributionand retail have timely access to reliable information onservice actually provided by the DISCOMs to their customers.To reach these objectives, this report follows the followingapproach: section one presents an overview of thedistribution sector and distribution privatization process;section two analyzes the existing regulatory frameworkrelated to DISCOM performance and provides expectedperformance targets in respective investment periods;section three analyzes the current status of DISCOMs’performance targets; section four identifies key issues andbarriers in measuring and monitoring service quality inDISCOMs; and lastly, based on the global experience, sectionfive recommends an approach for improving measuring andmonitoring of service quality by the regulator.
