The lessons learned from theimplications of the global crisis for the Armenian economyled the Government of Armenia to refine its approach toeconomic development policy. The business environment, themarket structure, and the incentive pattern had not fosteredreallocation of resources into more productive areas or theemergence of internationally competitive products andservices. Despite numerous initiatives and multiple efforts,there was no holistic approach or actionable roadmap forsupporting private sector development. The pressing need torestore economic growth despite a small domestic market ledthe Armenian government to search for new sources of growthin export-oriented industries. At the end of 2011, theGovernment of Armenia adopted its export-led industrialdevelopment strategy. The strategy set as targets improvingthe general business environment and sector-specificinitiatives to address market failures and expand exports.The strategy builds on both a general (crosscutting) and anindustry-customized toolset.
