【 摘 要 】

This report provides an overview of therole of emerging technologies in digital transformation andthe global best practices in policy responses to thedisruptions they cause across a broad spectrum of economicactivity. It analyzes the successes and challenges ofdigital transformationin Russia and attempts to develop keyrecommendations to help policy makers accelerate the pace ofdigital transformation across the main sectors of theRussian economy. In its current version, the report startswith discussing the results of the Russia DECA and offers ananalysis of international best practice in formulatingpolicy approaches to stimulate digital adoption while easingthe disruption caused by the rapid emergence of newtechnologies. The objective is to help policy makers thinkthrough ways to harness the opportunities created byemerging technologies to enable Russia to accelerate thepace of digital transformation. The report then discussesthe emergence of digital platforms as key enablers ofdigital transformation and proceeds to explore sectoraldynamics in the key digital transformation areas outlined inthe Russia Digital Economy Program, including digitalgovernment, digital business, as well as digital innovationand skills building. Sector-oriented chapters follow asimilar structure by analyzing international best practicein the transformation of a sector, offering an assessment ofthe current state of transformation of that sector in Russiaand concluding with proposing a set of recommendations thatmay help accelerate the digital transformation of the sectorin light of international best practice and the localexperience. Due to the rapid pace of technological changeand space limitations, this report does not pretend to offerin-depth analysis of Russian digital transformation at thesectoral level but is rather an attempt to analyze globalbest practice to inform Russian policy making and aninvitation to the policy-maker and expert community tocontinue the digital co-creation experience started twoyears ago in the hope that it is an effective way to sharethe just-in-time global expertise of the World Bank wheneverand wherever it is needed most in order to help accelerateRussia’s digital transformation process.
