This systematic country diagnosis (SCD)for Chad aims to identify how to achieve the twin goals ofending poverty and improving shared prosperity. Itacknowledges both: (i) the need for selectivity in pro-poorinterventions, and (ii) the inherent difficulty to do sogiven the many competing binding reasons for poverty.Selectivity means the identification of principalopportunities for sustainable poverty reduction in the next15 years, as well as the identification of bindingconstraints to reaping such opportunities. Selectivity alsoimplies making trade-offs between immediate and longer termobjectives, with priority given to the identification ofpoverty reduction opportunities which will: (i) deliver thehighest possible results before 2030, and (ii) not undermineprospects for poverty reduction and shared prosperity beyond2030. The analysis presented in the SCD draws on a varietyof information sources. These include domestic statisticsand reports, evaluations by the country’s developmentpartners, original research conducted by the World Bankteam, and consultations held in N’Djamena withnongovernmental organizations and the private sector.Reaping poverty reduction opportunities will requireaddressing a selected number of binding constraints.
