Colombia is very exposed to natural andclimatic disasters and especially to large-scale hydrometeorological drought and excess rain or flood eventsrelated to the ENSO El Nino or La Nina phenomena whichimpact very severely on the agricultural sector. In Colombiaa high proportion of the rural population are small-scalepoor crop and livestock family farmers who are extremelyvulnerable to these natural disasters. Since the end of therural conflict in 2016, Government of Colombia (GoC) hasgiven major priority to the eradication of rural povertythrough the regeneration of the agricultural sector with afocus on the most vulnerable small crop and livestockproducers located in post conflict municipalities. As partof its commitment to transform the rural sector, GoC isseeking to develop suitable catastrophe agriculturalinsurance products and programs for the small family farmingsector. This Policy Note presents to a series of policyguidelines and recommendations for GoC to consider relatingto the design and implementation of large-scale CatastropheAgricultural Insurance programs as part of the government’sintegrated disaster risk management and risk financingstrategy for Colombia.
