This report presents the case of themunicipality of Sobral in the state of Ceara, Brazil. Thismunicipality overcame adverse socioeconomic conditions andnow has the best primary andlower secondary education systemin Brazil. Sobral is home to 200,000 inhabitants and in 2005was ranked 1,366 in the national index that measures qualityof education in Brazil. Twelve years later, it was rankedfirst among the 5,570 municipalities in both primary andlower secondary education rankings. Public education inSobral has one goal: every student must complete lowersecondary education at the right age and with appropriatelearning. The municipality placed education at the top ofthe political agenda and kept it out of politics. Itsprioritized learning by establishing a clear intermediatetarget, ensuring all students are literate by the end of thesecond grade. It organized the education policy under fourpillars: effective use of student assessment; focusedcurriculum with a clear learning sequence and prioritizationof foundational skills; prepared and motivated teachers; andautonomous and accountable school management with schoolprincipals appointed through a meritocratic and technicalselection process. The main aspects of the reforms arepresented and discussed in this report.
