This report is intended to supportdigital financial services (DFS) policymakers in emergingmarkets and developing economies (EMDEs) and regulatorsendeavors, by providing a structured approach for theanalysis of DFS and financial inclusion. It providesexamples of how countries are progressing in pushing furtherDFS growth, and the type of challenges they are facing. Thisreport could also be a tool for private sector stakeholderswhen assessing the institutional and regulatory environmentto invest in and develop DFS initiatives and providevaluable inputs for their dialogue with the public sector.
