Public Expenditure Review (PER) in Zambiaaddresses the efficiency and equity of the macrolevelpolicy framework, budget allocations, and budget executionfor primary education; secondary education;technical education and vocational and entrepreneurshiptraining (TEVET); and higher education. The Public Expenditure Tracking Survey (PETS)traces fund flows from the central government toschools in order to identify leakages and assessefficiencyand effectiveness in the use of publicfunding. The Quantitative Service Delivery Survey(QSDS) examines the efficacy of spending, incentivesoversight, and the relationship between thosewho contract for a service (for example, parents)and those who deliver it (schools and teachers).
