The objective of the Public Expenditureand Financial Accountability (PEFA) assessments is to reviewthe current performance of the public financial management(PFM) systems, processes, and institutions of the FederalGovernment of Ethiopia. The assessment aims to assist thegovernment in identifying PFM weaknesses that may inhibiteffective delivery of services to its citizens and therealization of its development objectives in general.Furthermore, the findings of the PEFA assessment will assistthe government in refining the PFM reform strategy that ithas already developed and provide the basis for a coherentPFM reform program that can be supported by developmentpartners, as well as through the government’s owninitiatives. The Federal PEFA assessment covered federalgovernment budgeted units, extra-budgetary units (EBUs), theOffice of the Federal Auditor General (OFAG), andParliament, The assessment management framework, oversight,and quality assurance are summarized in this report.
