Viet Nam has undergone a majorsocio-economic transformation over the past quarter century,rising from one of the poorest countries in the world to amiddle income country. Today it continues to developrapidly, becoming more integrated with the global economyand undergoing significant regulatory and structuralchanges. Viet Nam has also made remarkable progress ongender equality, but important gender differences stillremain. On the positive side Viet Nam has had considerableprogress in addressing gender disparities in education,employment and health. The gender gap in earnings is lowerin Viet Nam than in many other East Asian countries. Indeedby a number of measures, women's outcomes have improvedsignificantly. However, upon deeper examination of the data,a number of challenges still remain. The report is organizedinto five chapters. The current chapter has provided abackground to the report and the process through which ithas been prepared. The next three chapters will deal withthe substantive issues, focusing primarily on gender butaddressing ethnicity and other forms of social inequalitywhere relevant. Chapter two will provide an analysis of thesituation and trends in gender equality in relation to themultiple dimensions of poverty, some of which are includedin the Millennium Development Goals (MDGs). Chapter threewill provide an in-depth gender analysis of livelihoods andemployment, bearing in mind the likely impact of the recentcrisis as well as the challenges of transition to middleincome status. Chapter four will pick up on the issue ofwomen's political participation in leadership positionsand in the wider society. The final chapter will synthesizethe key findings of the report and prioritize key recommendations.
