Many emerging economies have skillsshortages but fail to effectively deploy students andjobseekers towards filling those shortages. In emergingeconomies, new technologies,digitization, automation, andother trends like Industry 4.0 result in a constantlychanging demandfor sophisticated skills. In thisenvironment, there are often students and job seekers whocouldpotentially fill skills gaps but face significantchallenges in identifying job opportunities andthe skillsneeded to obtain them. The schools, training centers, andpublic service providers thatare responsible for preparingthe workforce to fill skills gaps often face similarchallenges in terms of deploying attention and resourcestowards filling those gaps. In Malaysia, the Critical SkillsMonitoring Committee (CSC) is charged with producing aCritical Occupations List to serve as a platform forcoordinating human capital development policies. The CSC isa specialized interagency body that was established as partof the Eleventh Malaysia Plan to monitor skills imbalancesin Malaysia. To do so, the CSC created an annual CriticalOccupations List (COL) of occupations that are middle- orhighskilled, sought-after, and strategic. The COL hasevolved during the last several years to become abest-practice tool for monitoring skills. The COL is updatedregularly and improved continually, is based on rigorousevidence, and is widely circulated. The production of thelist is undertaken by the CSC and incorporates a wide rangeof input from both the public and private sector.
