The primary purpose of this study was toprofile residents and living conditions in novostroiki, orthe rapidly growing areas of new self-built constructionringing Bishkek where more than one fourth of city residentsnow live, in order to identify the major problems and areasfor potential future Bank and donor engagement. The studyfindings are based on analysis of results from a survey of493 households in nine novostroiki established from1989-1991, as well as focus group findings, a study of theinstitutional framework, and a study of sanitation. Ininterpreting the survey results, it is important to keep inmind that households in more recently establishednovostroiki face more difficulties than older novostroikiwhere residents have had more time to address theirproblems. The major findings are: Novostroiki are a largeand growing problem for Bishkek: novostroiki growth hasresumed in recent years and is unlikely to stop; Novostroikiresidents are more diverse than most people think. Incomesand living conditions vary greatly among novostroiki, as doaccess to, and quality of, basic infrastructure, health andeducational establishments. Primarily rural migrants,novostroiki residents build their own houses with the helpof the community (ashar); and better off novostroikiresidents live in superior houses and have access to more services.
