The diagnosis of Gabon's tradepotential and the lessons from international experiencesuggest that, in the long run, the best way to foster exportdiversification may not be to try to achieve it immediatelythrough providing inefficient incentives but rather to firstbuild domestic capabilities, step by step. To do so, acomprehensive approach that prioritizes and sequencesactions needs to be implemented. Key recommendations of thisreport are to (1) strengthen the regulatory andinstitutional framework for export promotion, (2) improvethe equality of human capital, (3) build a fair andtransparent business environment, and (4) upgrade thequality, and reduce the cost, of infrastructure services.
