This report proposes a toolkit which canbe used to produce national assessments in MENA countries.The toolkit consists of a series of four questionnaires tobe completed by institutions delivering specific programs inthe areas of Social Assistance, Social Insurance, Health andEducation. A first attempt was made to collect primaryinformation from a selected group of countries in theregion, but the level of response was low and it resultedevident that systematic collection of data from widespreadsources can be best achieved if supported by field work,possibly in connection with ongoing operations, as in thecase of a recent assessment produced by the World Bank inPalestine. Social Insurance programs are probably the oneswhere information is most readily available. In addition,there may be important learning for other programs iffurther analysis is conducted for these programs. Betterunderstanding and improvements in critical related processessuch as disability assessment, costs and the links withrehabilitation programs in Social Insurance may renderimportant lessons for the better implementation of otherprograms addressed to PWD. The logical sequence of topresent our findings should start from a system’s level,down to specific programs. However, given the relativelybetter availability of data on Social Insurance programs, wehave adopted an alternative sequence, and present adiscussion of disability pensions in section two, followedby a presentation of the toolkit to assess programs from asystem’s perspective in section three. Specifically, thetoolkit is included as annexes one to four.
