【 摘 要 】

This report focuses on the Beninesefinancial sector by identifying the scope and penetration ofspecific activities such as banking, microfinance, retailpayments, and agriculture finance and the challenges ofeffectively regulating and supervising such activities, withrecommendations aimed at ensuring their financial soundnessand achieving regulatory sustainability. The report isorganized as follows: chapter one provides a brief overviewof the activities of the banking sector, with an emphasis onthe level of its contribution in financing the economy, thefinancial situation and impact on financial stability.Chapter two provides a current state of the microfinancesector, the challenges, and threats that may limit itsgrowth and contribution to the development of the realeconomy, with recommendations to go forward. Chapter threeconsists of a diagnosis of the retail payment ecosystem andidentifies several recommendations to help increasefinancial inclusion in Benin. Chapter four provides anoverview of the current government interventions tofacilitate access to credit in the agriculture sector, theenduring constraints which limit access to and theattractiveness of the private sector, and suggestions tocrowd in further private sector financing.
