Green growth aims to reconcile economicgrowth and environmental sustainability, marryingenvironmental objectives to productivity objectives, jobcreation, adoption of technology and greater added value. InUruguay, natural capital plays a central role in promotingits export-oriented growth model. Although the country hasalready been involved in a sustainable growth trajectory forkey economic sectors (such as agriculture, tourism, forestmanagement, energy), Uruguay needs to define a green growthstrategy to face the emerging environmental challenges, andto meet its goals of production and internationalcommitments targets in a sustainable way.In this context,this report provides a roadmap to promote green growth inUruguay, with the objective of promoting growth and, at thesame time, preserving the asset base on which this growthdepends. The work developed is based on the findings of theTechnical Assistance Green Growth in Uruguay financed by theWorld Bank that took place between August 2016 and March2018, as well as Uruguay's experience in environmentalsustainability policies, the collection of internationalevidence, and World Bank's experience with Uruguayduring the last decade.This report proposes an operationaldefinition for Uruguay, presents an analysis of theachievements made so far in the country in theenvironmental-productive field, and examines futurechallenges for which a green growth approach could beimportant. Soil erosion, water pollution from nutrients,pesticide management, and greenhouse gas emissions representsome of the recurring themes in the country'sdecision-making. In addition, the management of waterquality and water quantity variability representparticularly important challenges, both for production andfor the availability of water suitable for domesticconsumption.Lastly, this work includes recommendations togenerate a green growth strategy in Uruguay. For thispurpose, a five-step roadmap is proposed to promote greengrowth and to advance on its strategic goals. These stepsare: identify green growth policies to boost thecountry's growth, identify the environmental benefitsof these policies, establish criteria to prioritizepotential policies of green growth, design green growthpolicy instruments, and establish the mechanism to evaluateand adjust green growth policies. This roadmap iscomplemented with recommendations on the institutionalframework needed to support the sustainability of a greengrowth vision.This report is part of a series of fivecomplementary analytical products generated under the WorldBank's Green Growth Technical Assistance in Uruguay.
