【 摘 要 】

The Ethiopia Urban Land Supply andAffordable Housing Study (EULSAH) responds to the requestfromthe Government of Ethiopia (GoE), Ministry of UrbanDevelopment and Construction to carry outfollow-on technicalassistance to the Ethiopia Urbanization Review (EUR) jointlypublished by theWorld Bank and the GoE in 2015. The EURcalls for a robust institutional framework to supportefficient and sustainable land management and housingdelivery, urban governance, and municipal finance, takinginto account Ethiopia’s constitutionally entrenched systemof land tenure.EULSAH aims to inform policy decisions on howto address the growing demand for urban land andaffordablehousing in the context of rapid urbanization in Ethiopia. Itsupports two interrelatedcomponents, Urban Land and Housing.The Urban Land component has two subcomponents. The firstsubcomponent “Urban Land Cadaster” was successfullydelivered to the GoE in May 2017. The second subcomponent“Urban Land Supply” along with the “Housing” component arefeatured in the EULSAH.The Ethiopia Urban Land Supply andAffordable Housing Study is a product of closecollaborationbetween the World Bank and the GoE. The Termsof Reference were developed based on technicaldiscussionsand numerous consultation activities with national and localgovernment officials,including discussions with the PrimeMinister and senior Cabinet members, state enterpriseleaders,private sector actors and development partners.These were undertaken during the finalization of the EUR anda subsequent scoping mission in October 2015. The inceptionreport was presented to the GoE Task Force in June 2017;this was followed by two video conferences with the taskforce to discuss preliminary findings from urban land supplyand affordable housing respectively. A technicalconsultation workshop on the key findings and preliminaryrecommendations on policy changes and institutional reformswas held with national and urban local governments, theprivate sector, academics, and development partners inNovember 2018. A high-level national consultation workshopwas held in Addis Ababa with key stakeholders for the finaldraft reports on May 10, 2019 to seek further feedback onthe revised reports with a focus on how to move the policyrecommendation forward.
