The Government of Jordan, the World BankGroup (WBG), and the international community are workingtowards a paradigm shift in their collective response to therefugee crisis - a holistic approach which stresses thecontinuum between the humanitarian response and thecountry’s development agenda. In parallel, Jordan’s implicitsocial contract by which the state provided citizens withjobs and heavily subsidized public services is evolving.strategic engagement, the WBG will adopt a two-prongedapproach aimed at simultaneously addressing Jordan’simmediate needs in view of the fluid and worsening regionalsituation while keeping a medium and long-term developmentcommitment built on reforming the economy to create theright environment for inclusive, job-creating growth. Thefirst pillar of the Country Partnership Framework (CPF) aimsto foster the conditions for stronger private-sector-ledgrowth and better employment opportunities for all.Thesecond pillar of the CPF aims to improve the quality andequity of service delivery, including through private sectorsolutions.The CPF will implement the new Middle East andNorth Africa (MENA) Strategy at the country level.The CPFaligns with the Government’s vision Jordan 2025, theExecutive Development Plan 2016-2018 (EDP), and theSustainable Development Goals (SDGs).The CPF’s principles ofengagement will be selectivity, flexibility, adaptabilityand partnership. The outlook for 2016 forecasts growth atthree percent on account of a growing mining and quarryingsector, some energy investments, and base effect of thetourism and construction sectors, although some downsiderisks have begun to materialize in early 2016.
