The objective of this report, which isthe third in a series of programmatic public expenditurereviews (PPER), is to identify potential measures tostrengthen public finances in line with the Government’sstrategy to reduce fiscal risks and support budgetaryconsolidation. The PPER series assesses public expendituresand their alignment with development goals. For this phaseof the PPER, three areas were identified with the Governmentas absent from previous reports yet of particular relevancegiven growing spending pressures. The first is efficiency ofgovernment spending on social sectors and public investment,where efficiency is defined in terms of outcomes achieved.The second area of relevance encompasses quasi-fiscal risksand contingent liabilities of the energy sector. The thirdarea pertains to selected subsidies, which are budgeted torise exponentially in 2016. This report is anchored in theCountry Partnership Strategy (CPS) pillars of improvinggovernance, efficiency of public administration, and servicedelivery. This report is divided into three chapters, eachcovering the very distinct fields of fiscal managementidentified above: (i) first chapter covers on Macroeconomicand Fiscal Challenges; (ii) second chapter focuses onQuasi-Fiscal Pressures of the Energy Sector; and (iii) thirdchapter deals with the Assessment of Explicit BudgetSubsidies. The report employs highly discrete conceptual andanalytic frameworks for each of the analyzed areas in orderto draw conclusions and provide recommendations.
