【 摘 要 】

This strategic framework serves to guideand support the operational response of the World Bank Group(WBG) to new development challenges posed by global climatechange. Unabated, climate change threatens to reversehard-earned development gains. The poorest countries andcommunities will suffer the earliest and the most. Yet theydepend on actions by other nations, developed anddeveloping. While climate change is an added cost and riskto development, a well-designed and implemented globalclimate policy can also bring new economic opportunities todeveloping countries. Climate change demands unprecedentedglobal cooperation involving a concerted action by countriesat different development stages supported by"measurable, reportable, and verifiable" transferof finance and technology to developing countries. Trust ofdeveloping countries in equity and fairness of a globalclimate policy and neutrality of the supporting institutionsis critical for such cooperation to succeed. Difficultieswith mobilizing resources for achieving the millenniumdevelopment goals and with agreeing on global agriculturaltrade underscore the political challenges. The frameworkwill help the WBG maintain the effectiveness of its coremission of supporting growth and poverty reduction. Whilerecognizing added costs and risks of climate change and anevolving global climate policy. The WBG top priority will beto build collaborative relations with developing countrypartners and provide them customized demand-driven supportthrough its various instruments from financing to technicalassistance to constructive advocacy. It will giveconsiderable attention to strengthening resilience ofeconomies and communities to increasing climate risks andadaptation. The operational focus will be on improvingknowledge and capacity, including learning by doing. Theframework will guide operational programs of WBG entities tosupport actions whose benefits to developing countries arerobust under significant uncertainties about future climatepolicies and impacts-actions that have "no regrets."
