This report presents the World Bank andIslamic Development Bank, collectively the Banks, teams’review and assessment of Albania country procurement andcontract implementation CPCI), including for projects andcivil works contracts financed by the Banks. This reportfocuses on the most critical findings and it summarizes keyrecommendations. Detailed analysis and recommendations areprovided in the report. The CPCI aims to provide theGovernment of Albania (GoA) with an updated diagnosis of thestrengths and weaknesses of public procurement and to makespecific recommendations and practical suggestions forachieving increased effectiveness in service delivery,through an improved public procurement system, planning andimplementation as well as contract management. The reportalso presents specific analysis of implementation ofprojects and procurement of contracts financed by the Banksand it discusses more specifically some questions raised bythe GoA regarding options to centralize procurement ofdonors’ financed projects.
