This report was prepared by InvestmentClimate Facility (ICF) international with direction fromWorld Bank's Montreal protocol unit and the projectteam. While Montreal protocol has achieved remarkablesuccess in reducing production and consumption of ozonedepleting substances (ODS) worldwide, a significant amountof ODS still remains in equipments, products, andstockpiles. This report finds that significant opportunityexists for destroying ODS through the voluntary carbonmarket. The high global warming potential (GWP) of ODS meansthat their destruction has the ability to generatesignificant volumes of carbon credits, which could then besold in the voluntary carbon market. Using the voluntarymarket is likely a win-win opportunity; incentives arecreated for the recovery and destruction of ODS through thecarbon credits that can be earned, and the buyers pay forreal and verifiable emission reductions from the destructionof ODS that would have otherwise been emitted.
