【 摘 要 】

Identification systems are a corecomponent of sustainable development policies in countrieswith diverse economic, demographic, and political contexts.The role of digital identification systems in the privatesector is equally large. The efficient, accurate, and secureuse of personal identity data is at the heart of mosttransactions, regardless of the industry in which they takeplace. The implementation of robust and inclusiveidentification systems at the national level offers thepotential for large financial gains for private sectorcompanies. As a companion piece to the World Bank’sidentification for development (ID4D) work on fiscal savingsfor government agencies, this paper provides a first steptoward developing a greater understanding of the financialbenefits of identification systems for the private sector.By developing a framework for cost savings and revenuegeneration opportunities and aggregating existing casestudies, it provides a preliminary assessment of expectedbenefits of government-backed identification systems forfirms across a variety of industries. This paper istherefore intended to serve as a resource for governmentsand donors looking to gauge the potential impacts ofimplementing an identification system and for private sectorleaders and industry groups to fruitfully engage onidentity-related issues.
