The sector of small and medium-sizedenterprises (hereinafter SMEs) represent an increasinglyimportant segment of Montenegrin economy and have been keydrivers of its economic growth and employment for the pastseveral years. With foreign direct investment, this sectorcould be an important lever of economic development and themain creator of new jobs in the future. In order to surviveand develop in the market, these enterprises have toconstantly build new competitive benefits. The same can bebuilt within the enterprises themselves through theirstrengthening and development, but also through mutualcooperation and linking. Because SMEs have an important rolein the economic development of each country, it is necessaryto encourage and facilitate their participation in publicprocurement procedures. Taking into account the fact thatprocurements merge at all levels (national and local),special attention should be paid to get SMEs more closelyinvolved in the procurement procedures with contractingauthorities, subject to the application of the LPP.Montenegro has recognized in its agenda through the strategyfor the development of the public procurement system for theperiod 2016-2020 the necessity of active relationshipbetween the state and local self-government on thedevelopment and encouragement of SMEs. Based on researchcarried out in direct communication with the representativesof these entities and their associations, with the aim toassess the readiness of SMEs to adapt to future activitiesin the field of public procurement, it is evident that theyare planning new investments and expansion of business. Theyare ready to invest in human resources, technical,technological and other facilities necessary for successfulbusiness, in order to be competitive in the market. To thatend, they expect more support from the state of Montenegroand the local community. In accordance with the orientationand expectations of SMEs this guide is intended to encouragethe participation of SMEs at all levels in the area ofpublic procurement.
