This report evaluates the adequacy andsustainability of the Mongolian pension insurance scheme. Itanalyzes recent changes to pension parameters includingamendments enacted in 2017 and early 2018. The report usesactuarial projections to assess the impact of changes,including the contribution rate and retirement age, on thefiscal costs of state subsidies to the scheme. The reportfinds that 2017-2018 changes including a discounted servicebuyback, reduction in herders’ retirement ages, and severalsupplements to service histories for herders and motherswill materially impact the sustainability and incentives ofthe scheme. It recommends several changes in parameters tolimit the growth in fiscal costs and improve incentives. Italso presents transition arrangements to smooth the impactof the reforms presented.
