The main objective of the report is toanalyze the current greenhouse gas (GHG) emissions inventoryprocess in Romania, and provide recommendations forimproving the system in order to increase the effectivenessand efficiency of inventory development in compliance withUnited Nations framework convention on climate change(UNFCCC) and European Union (EU) requirements, includingemissions forecasting provisions. This report describes theGHG inventory process and its history, analyzes the legalframework, documents and information provisions, and flowsrelated to making the inventory together with identifyingthe potential adjustments for improvement, assess reportingentities and correlation mechanisms to economic dynamics, interms of completeness, coherence, response time constant tochanges in the number of companies' impact on datareporting, and provides recommendations on the possibilityto improve the inventory-making process in order to meet therequirements of emission projections. The report isorganized into seven sections as follows: section oneprovides a general introduction to GHG inventories. Sectiontwo examines the processes and procedures used in thepresent GHG inventory system in Romania and the alignment ofthis system with international frameworks including theframework for the development of environmental statistics(FDES) and the intergovernmental panel on climate change(IPCC) schematic framework. Section three elaborates thechallenges with the existing greenhouse inventory processincluding data gaps and weaknesses in the statisticalinfrastructure. Section four looks at the international andnational legal requirements for greenhouse gas inventories.Section five provides analysis on the flow of informationand the specific verification points to ensure dataconsistency and coherence. Section six provides a number ofrecommendations and concludes in section seven with asummary of key recommendations.
