Vietnam has achieved remarkable economicdevelopment over the last few decades, realizing major gainsin productivity and output and contributing to nationalgoals related to poverty reduction and economictransformation, including an increase in per capita income.While Vietnam has become a major international player inglobal food markets, there remains a segment of the ruralpopulation that has not benefited much from thecountry's success in terms of economic growth,particularly the success of the agricultural sector. Themain objective of this analytical work is to recommendimprovements to some of the agricultural interventions underthe new National Target Programs (NTPs). There aresignificant gaps in agricultural incomes between theregions, and between the poor and non-poor within theregion. This suggests that agriculture transformation is yetto be completed, and there are untapped opportunities tofurther increase agricultural incomes of the poor. Thisreport thus focuses on closing this gap in agriculture, asanother pathway for out of poverty.Although this workstarted when the COVID-19 (Coronavirus) pandemic was notfully pronounced in Vietnam and around the globe, thepandemic has had significant influence on the nationaleconomy as well as the performance of the agriculturalsector. The implementation of the recommendationshighlighted in this report could help strengthen thestrategies for post-COVID-19 (Coronavirus) economic recovery.
