The Republic of Moldova was among thefirst countries in the world to implement Mobile eID,whichhas been implemented through the innovativePublic-Private Partnership (PPP) model. In recognitionofMoldova embracing mobile technologies as an opportunity totap the potential of mobile phones toimprove governmentinitiatives, the government of Moldova was awarded the BestmGovernment Awardby the GSMA during the 2013 Mobile WorldCongress in Barcelona. The concept of Mobile eID, also knownas mobile signature, works as an ID in the virtual world,allowing users to authenticate themselves in cyberspace,with the aim to prove their identity with the help of a cellphone or electronically sign a legally-binding transactionor document. For the regular users, the advantage of mobileeID lies in its simplicity, since no separate card reader ordrivers areneeded, as the phone itself already performsthese functions. Implementation of Mobile eID in Moldova waspart of a larger digital transformation initiative supportedby a 20 million US Dollars World Bank–funded loan as part ofGovernance eTransformation Project (GeT), and assuch, itbenefited from increased political support. Moreover, theapproval by the government of Moldova of the strategice-Transformation program further paved the way for eIDimplementation, by expressly stating that mobile electronicidentity is "a means to ensure data integrity andsecurity in eservice delivery and financial transactions."
