【 摘 要 】

The study merged two databases: thedatabase on patients' visits collected for claimcontrol and reimbursement purpose and, the database on theinsured that is used to issue the health insurance cards.This study investigated these issues through the analysis ofindividual's health insurance data of the ProvincialSocial Security (PSS) heath insurance of Kon Tum. One of theimportant political goals in the coming years is theachievement of universal coverage of health insurance. Forthat purpose the government is pursuing the strategy(started in 2005) to provide free health insurance cards toall the poor, the ethnic minority populations and thepersons living in remote or mountainous areas.
