In the wake of the 2014 Ebola VirusDisease (Ebola) crisis, the international developmentcommunity, including the World Bank Group (WBG), have takenvarious institutional and operational steps to improve theadvice, investments, and financing instruments to supportboth the efficiency and effectiveness of emergency responsesto infectious disease outbreaks. Several World Bankinstruments have been developed or adapted to more promptlydeliver financial resources. The objective of the study isto inform the design and implementation of financing forrapid response to outbreaks through an analysis of lessonslearned from recent outbreaks in West and Central Africa.This report will explain the methodology used to collect andanalyze study data. It will then review the background,findings, and observations on mobilizing domestic andexternal funds for response in light of the evolution ofepidemics in West Africa, Nigeria, and Democratic Republicof the Congo. The report summarizes the recent changes andkey remaining challenges globally and in select countriessummarized by the four selected themes (governance,effective financing, efficient use of resources, andpreparedness). This report then offers conclusions andrecommendations from this qualitative study.
