This report assesses the debt managementperformance of the government of Cabo Verde by applying the2015 World Bank debt management performance assessment(DeMPA) methodology. Overall, there have been positivedevelopments in government debt management practices in CaboVerde. Some of those developments are reflected in improvedDeMPA scores, as in the case of the preparation of amedium-term debt management strategy (DMS), publication ofdebt management information, and documentation of proceduresin the domestic market. In some other cases, improvementswere not enough to change the scores, although relevant andacknowledged, such as the case of domestic borrowing. In anumber of other dimensions, such as those related to debtrecording and operational risk, challenges persist. Annex 1brings a detailed update on the implementation of the debtmanagement reform plan designed in 2013, showing goodimprovement in some areas, in particular the development ofa DMS and debt management reporting, but less progress inoperational risk management and data recording.
