This paper lists several opportunitiesfor China to advance MSW policies and practices. In additionto building on lessons learned from countries with decadesof experience in implementing separation at source programs,including lessons on dealing with the informal sector,China’s extended responsibility systems (EPR) for differentwaste streams including packaging waste could be testedlocally and if successful, could then be prioritized. EPRschemes could be used to introduce incentives foreco-design, create a sustainable production and consumptionpattern, reduce landfilling and develop recycling andrecovery channels. China could also more comprehensivelytest the regional approach for service delivery especiallyfor underserved county and rural areas. There is anopportunity to deepen urban-rural integration enhanceeconomies of scale, and improve efficiency through regionalintegration in waste service provision. This would not onlyimprove the quality of service provision but supportfinancial sustainability and help offset some of theincreased financial costs for circularity. Ensuringsustainable operational financing is important to providefor public-private partnerships, a stated priority of thegovernment; sustain earlier and current investments; andpermit future development of facilities.
