【 摘 要 】

This Country Partnership Framework (CPF)for Seychelles covers the period FY18-FY23. Seychelles hasachieved impressive gains in prosperity and stability in thepast decade since confronting a major economic crisis in2008. The government responded to the crisis with awide-ranging reform program supported by generous debtrelief that focused on liberalization of the trade andexchange regimes, significant and sustained fiscalconsolidation underpinned by reductions in public employmentand subsidies, and a reduction in the state’s role in theeconomy to boost private sector development. Along with theInternational Monetary Fund (IMF), the World Bank Group(WBG) supported Seychelles in managing the crisis andregaining stability. The CPF is grounded in the findings ofa WBG Systematic Country Diagnostic1 (SCD) that wasfinalized in July 2017. The SCD assesses the remaininginstitutional constraints and priorities to bolsterinclusion in a sustainable manner. The SCD shows thatprogress during the last decade has mostly benefitted themore skilled population, and that enhancing inclusionrequires greater attention to the quality of education andsocial assistance The CPF is consistent with the principlesfor international Bank for Reconstruction and Development(IBRD) engagement in countries above the GraduationDiscussion Income (GDI) and the Forward Look on smallstates. The CPF puts forward a flexible approach for theWBG’s program that is appropriate for addressing keyinstitutional gaps and buttressing the resilience of theeconomy. The CPF focuses on strengthening institutions tofoster inclusive and sustainable prosperity through a highlyselective framework centered on two focus areas. The firstfocus area, Sustainable Growth for Shared Prosperity, seeksthe retooling of tourism and fisheries, the core sectors ofthe economy, to open opportunities for local business togenerate higher value-added and better paying employmentopportunities, especially, among the bottom 40 percent ofthe income distribution. The second focus area, FosteringInclusion and Public Sector Performance, supports thegovernment’s efforts to reorient its significant investmentin social assistance towards investment in human capital,especially the bottom 40 percent
