The Mozambique urbanization review aimedat contributing to the country’s policy and institutionalreform agenda on how to harness the full potential ofurbanization to promote economic growth and povertyreduction. The study carried out in-depth analyses of theurbanization process, uncovering how urbanization has beeninfluenced by national, regional, and international factors.It identified and analyzed key policy and institutionalconstraints in increasing the economic benefits ofurbanization, including economic, transport, land, anddecentralization policies. The study concluded that fasterurbanization could increase the pace of economic growth andpoverty reduction, but this should not be achieved at theexpenses of investments in rural development andagriculture. However, constraints in the creation ofproductive urban jobs, limited connectivity throughout thesystem of cities, and dysfunction urban land markets haveundermined its economic outcomes. Based on the mainfindings, the study proposed an emerging national urbanreform agenda to enhance the benefits from urbanization inMozambique focused on: (i) strengthening rural-urbanlinkages, including reforms to local government finances,enhancing trade and commuting flows; (ii) making urban landsystems more equitable and efficient; and (iii) deepeningdecentralization to provide a broader remit tomunicipalities for urban planning and domestic resource mobilization.
