This report aims to help the governmentof Armenia and its stakeholders develop a strategy for thetertiary education sector. It uses the methodology of SABER– Tertiary Education (SABER-TE), which is a diagnostic toolto assess how education systems perform and to identifypriorities for reforms at the national level. Themethodology and this report are part of the World Bank’ssystems approach for better education results (SABER), whichbenchmarks education systems at the country level.SABERuses an extensive questionnaire to collect data on thepolicy environment for tertiary education. The questionnaireis populated through an analysis of the most recent versionsof relevant legislation, policy documents, and reports onthe sector. The SABER team also carried out fieldwork inArmenia between July 2018 and March 2019 with visits toseveral universities, government agencies, and otherstakeholders. After data collection for Armenia wascomplete, the policy dimensions were scored on a rubric.This report proceeds as follows. First, the authors describethe context of the tertiary education system in Armenia. Inthe seven sections that follow the authors proceed withscoring each of the seven policy dimensions in turn, and inthe conclusion they offer a few general observations andrecommendations about tertiary education in Armenia.
