The State of Electricity Access Report,2017, aims to prompt governments, donors, the privatesector, civil society organizations, and practitioners todevelop interventions to close the electricity access gap byintegrating lessons learned with insights drawn fromemerging innovative business and delivery models. The Reportis organized around five main questions: Why is electricityaccess critical for achieving the 2030 Agenda forSustainable Development? What is the status of electricityaccess? What are the challenges and drivers oftransformative electricity access? Why is it important toexplore synergies between access, renewables, and energyefficiency? What are the emerging and innovative businessand delivery models? The key findings are that urgentmeasures are needed to speed up access to modern energyservices or there will still be several countries in 2030,mostly in Sub-Saharan Africa, with a significant percentageof the population going without electricity. Both grid andoff-grid approaches will be critical, but they will have tobe supported by a conducive enabling environment of theright institutions, policies, strategic planning,regulations, and incentives. The good news is that lowercosts for renewable energy technologies, adequate energyefficiency measures, and innovation should make it possiblefor countries to be creative in meeting this challenge.There is also a growing role for the private sector tofinance interventions, assuming the incentives are in placefor investors to earn returns on their investments.
