This report reviews developments inPapua New Guinea (PNG) since independence, and looks at theissues relevant for saving and managing natural resourcesand resource induced volatility. These issues could serve asa useful basis for discussion of options the government ofPNG could pursue as it emerges from the economic andfinancial crisis and looks forward to the start of operationof the PNG liquified natural gas (LNG) project. Although thewealth of international experience suggests several keyareas for the attention of the authorities, many issues canbe addressed only on the basis of detailed projections aboutfuture resource flows and investment outlays. Whether therules will prove effective will also depend on other stepsto enhance the fiscal framework. The World Bank can providemore detailed analysis, expertiseandrecommendationsshould such data become available.
