Improving Public Employment Services Through Partnerships with Non-Public Providers : Synthesis of International Experience and Implications forKosovo

【 摘 要 】

Rapidly changing labor markets areaffecting the service delivery model of Pubic EmploymentAgencies (PEAs). PEAs in Europe and beyond have come toadopt more comprehensive and client-centric services tosatisfy the increasing needs of jobseekers and firms. Inaddition to expanding their range of services, PEAs havealso become subject to increasing demands to improve theirquality and efficiency. PEAs around the world are respondingto increased demands by engaging in different types ofpartnerships. Besides collaboration with other publicbodies, partnerships with non-public labor market actorssuch as private employment agencies, private trainingproviders, and NGOs have become an increasingly importantinstrument for PEAs to increase coverage, quality, andefficiency of services. The main advantages of partnershipsrelate to improved exchange of information, better access toexternal expertise, as well as greater innovation andflexibility. International experience suggests that PEAsmainly benefit from better exchange of labor marketinformation, access to a larger pool of vacancies and CVs,as well as flexibility and efficiency gains throughcontracting out employment services, training and otheractive measures to external providers. The Public EmploymentAgency of Kosovo can strongly benefit from engaging inpartnerships with non-public providers. Kosovo’s employmentpolicy framework acknowledges the role of non-publicproviders in delivering services. Given the limitedexperience with partnerships so far, however, it isimportant to follow a “learning by doing” approach thatallows for the piloting and adequate sequencing ofpartnership arrangements while building capacity to managesuch partnerships along the way.
