This Note chronicles the Philippine’sexperience in undertaking a national household targetingsystem—Listahanan—which has had two rounds of implementationsince developed in 2007. Besides the main operationalfeatures of the system, the data used, enhancements made inthe 2015 round, the Note also highlights the process as wellas key decisions that were made in selecting the finaltechnical design of both rounds that allow the system toidentify and locate poor households across the Philippines.It offers some recommendations on how the Philippinetargeting system can maintain its functionality andrelevance as it matures. This Note contributes to the bodyof global knowledge on establishing effective targetingsystems that other countries can use as a resource.
