【 摘 要 】
It is often assumed that all members ofa population experience the impact of disasters in the sameway. In the pre-disaster context, women’s and girls’ unequalaccess to social, political, and economic resourcesinfluences their access to post-disaster assistance andcompensation for damage and losses. While the post-disastercontext presents a host of challenges for women, it isimportant to recognize that women are not just victims ofdisasters. The strength of post-disaster recovery lies withhow well it responds to the needs of both women and men.This guidance note aims to provide action-oriented guidanceto local and national government officials and key decisionmakers who face post-disaster challenges and to assist themin incorporating gender-responsive recovery andreconstruction efforts across all sectors through robustgender assessments that lead to concrete needsidentification and gender-specific recovery strategies andframeworks. Implementation of such actions will facilitateboth a more resilient, sustainable recovery, and advances inreducing gender inequality. The note addresses the differentchallenges that women face in post-disaster recovery andreconstruction caused by underlying issues of inequality andmarginalization. The note provides guidance on how to turn apost-disaster situation into an opportunity to enhancegender equality and women’s empowerment, with a focus onbuilding back better, as the aftermath of a disaster canpresent opportunities for new and more progressive genderroles and relationships to emerge. The guidance note isstructured around three key areas: identifying andprioritizing gender-specific recovery needs; protectingwomen and men from physical and psychosocial harm; andplanning for gender-responsive recovery in the disasterrecovery framework and empowering women for sustainable andresilient recovery. The final section of the paper providesa long-term outlook on strengthening gender responsiverecovery systems.
