This note discusses the impacts ofCoronavirus (COVID-19) and lockdowns on Nepal’s domesticlabor market, using data from the 2017-2018 Nepal LaborForce Survey (NLFS) and the 2018 National Economic Census(NEC).Income relief measures targeted for formal sectorfirms widely practiced in advanced economies will havelimited impacts on saving livelihoods of displaced workersin Nepal. Policy responses should focus on expanding thecoverage of social assistance programs or other temporarymeasures to those who are underserved by the existingprograms. These policy interventions need to be accompaniedby long-term efforts to set up near real-time monitoring oflabor market conditions and establish and maintain coreregistries of people and businesses so that the governmentcan monitor labor market conditions and deliver reliefmeasures when and where necessary.
