Education management information systems(EMISs), usually located within the ministry of education,are tools that can help governments improve education systemadministration by providing information that can be used instrategic planning, resource allocation, and monitoring andevaluation. Frequently, however, they are underutilized andbecome merely a reporting mechanism. Using the data at thepoint of collection usually individual schools in adecentralized environment and feeding them into serviceimprovement action plans can circumvent problems with thenational EMIS, and allow the data to become instrumental inimproving local education service delivery outcomes.
