【 摘 要 】
Mounting evidence suggests thatexcessive job protection reduces employment and labor marketflows, hinders technological innovations, pushes workersinto the informal sector, and hurts vulnerable groups bydepriving them of job opportunities. Flexible labor marketsstimulate job creation, investment, and growth, but theycreate job insecurity and displace some workers. How can thecosts of such insecurity and displacements be minimizedwhile ensuring that the labor market remains flexible? Eachof the main unemployment income support systems(unemployment insurance, unemployment assistance,unemployment insurance savings accounts, severance pay, andpublic works) has strengths and weaknesses. Country-specificconditions, chief among them labor market and otherinstitutions, the capacity to administer each type ofsystem, and the size of the informal sector, determine whichsystem is best suited to developing and transition countries.
