【 摘 要 】
Over the past dozen years, policymakershave largely abandoned long-standing popular approaches foraddressing risk in agriculture without fully resolving thequestion of how best to manage the negative consequences ofvolatile agricultural markets. The article reviews thetransition from past policies and describes currentapproaches that distinguish between the trade-related fiscalconsequences of commodity market volatility and theconsequences of price and production risks for vulnerablerural households and communities. Current policies rely moreheavily on markets, even though markets for risk areincomplete in numerous ways. The benefits and limitations ofmarket-based instruments are examined in the context of riskmanagement strategies, and innovative approaches to extendthe reach of risk markets are discussed.【 预 览 】
